Are the communications charges billed for the number of messages sent?
The communications charges are billed for the number of messages successfully delivered. You are not charged for messages that failed with a send error.

How are the charges billed?
All the charges are billed to an ID assigned to your company when you made a subscription. No charges are made to the recipient's phone number.
